Appointment of Mr. Frédérick Blouin as General Manager of CIDCO

Rimouski, April 3, 2025 – The Board of Directors of CIDCO (Interdisciplinary Centre for the Development of Ocean Mapping) is pleased to announce that Mr. Frédérick Blouin, M.Sc., has officially taken office as General Manager of CIDCO as of April 1, 2025.
With over 20 years of experience in applied research and innovation, Mr. Blouin played a key role in the growth and influence of the Centre de recherche sur les biotechnologies marines (CRBM). A seasoned manager, he led the organization’s expansion, strategic partnerships, financial balance, and research valorization in a multidisciplinary environment.
His appointment marks a new chapter in the pursuit of CIDCO’s mission: to advance hydrographic sciences through innovation, training, and technology transfer.
“His deep knowledge of Quebec’s innovation ecosystem, combined with his strategic vision and human-centered leadership, makes him a valuable asset for CIDCO and its partners,” stated Ms. Andréane Bastien, Chair of the Board of Directors.
The CIDCO team is delighted to welcome Mr. Blouin and wishes him great success in his new role.
A Word of Recognition for Mr. Jean Laflamm
With over 35 years of leadership experience at the national and international levels, Mr. Jean Laflamme has served as General Manager of CIDCO since 2008.
His leadership brought CIDCO a clear strategic vision and a strong commitment to innovation and sustainable development. Under his direction, the organization emerged as a global leader in hydrography and ocean mapping.
After seventeen years of outstanding leadership, Mr. Laflamme will be retiring in April 2025. He has been far more than a general manager: he has been a builder, a mentor, and a pillar of the organization. His impact extended well beyond the Bas-Saint-Laurent region, positioning CIDCO as a trusted partner in ocean mapping innovation on the international stage.
As Mr. Laflamme prepares for a well-deserved retirement, the Board of Directors and the entire CIDCO team extend their deepest gratitude for his unwavering dedication, inspiring leadership, and the solid foundation he leaves behind.
